County & Municipal Property Tax Data


F.S.195.052
, as amended by the 2008 Florida Legislature (Chapter 2008-197, Laws of Florida), requires that the Department of Revenue and all county property appraisers publish certain county and municipal property tax information on their web sites.

This law requires the Department of Revenue to publish on its web sites certain non-voted property tax information for county and municipal governments. Within each county, the tables present the following information for each non-voted levy by the county and municipal governments:

      **Rolled-Back Rate refers to the tax levies based on last year's budget and current assessments.

Table 2 presents the proportion of property taxes paid for each county and municipal non-voted levy by each of the following property types:

  • Residential real property includes single family residential, real property mobile homes, duplexes, triplexes, other multi-family parcels, residential condominiums and those portions of other types of property which are used as a homestead.
    • Homestead property
    • Non-homestead property
    • Vacant lots
  • Non-residential real property includes the following types of property, excluding any portions used as a homestead:
    • Commercial improved and vacant
    • Industrial improved and vacant
    • Agricultural
    • Other (government leasehold interests, miscellaneous and non-agricultural acreage)
  • Tangible personal property
  • Railroad property centrally assessed by the state
  • Percent of total taxes levied for new construction

Property Appraiser's Budget


Pursuant to F.S.195.087(6), each property appraiser must post their final approved budget on their website within 30 days of receiving approval from the Department of Revenue. The budget is divided into four general categories:

  • Personnel Services - Includes expenditures for wages, social security, insurance, retirement, etc.
  • Operating Expenses - Includes all costs associated with day-to-day operation of the office; postage, equipment maintenance and repair, supplies, legal advertisements, etc.
  • Operating Capital Outlay- Includes all one-time expenditures for additional, or replacement, equipment, such as copiers, data processing equipment, office furniture, etc.
  • Non-Operating- Includes unknown or unexpected emergencies and reserve funds for specific purposes that are probable yet unresolved.

Tax Roll Certification


F.S.195.052 requires the Department of Revenue and all county property appraisers to publish certain county and municipal property tax information on their websites. Publication shall not occur later than 90 days after receipt of extended rolls for all counties pursuant to F.S.193.122(7).

After the first certification of the tax rolls by the value adjustment board, the property appraiser shall make all required extensions on the rolls to show the tax attributable to all taxable property per F.S.193.122(2). Within one week of completion of these extensions, the property appraiser shall certify the tax rolls and publish notice of the date and fact of extension on the property appraiser's website.

When the tax rolls have been extended pursuant to F.S.197.323, the property appraiser shall provide public notice of the date and fact of recertification. In accordance with F.S.193.122(3), the second certification of the value adjustment board shall reflect all changes made by the board together with any adjustments or changes made by the property appraiser.

Taxing Authorities

 

The Property Appraiser's Office IS NOT a taxing authority. The local Property Appraiser is a Constitutional Officer, duly elected by the citizens of St. Johns County.  The office was created by Florida's Constitution to assess the value of all properties within its jurisdiction and to administer exemptions. Chapters 193 and 196 of the Florida Statutes govern assessment and exemptions.

The following taxing and levying authorities determine millage or "tax" rates based on their budgetary needs. Those millage rates are then applied to the taxable value of each property within their jurisdiction to yield the appropriate tax amounts. Following is a list of the various taxing and levying authorities within St. Johns County and their related contact numbers and addresses:

TRIM Notices & Value Adjustment Board (VAB) Petitions


In compliance with Florida Statutes, Truth in Millage (TRIM) Notices are mailed in the fall of each year (August/September). TRIM forms notify you of the proposed values and millage rates for the upcoming tax bills. They state the fair market value (or just value), Amendment 10 or Amendment 1 value (or assessed value), exempt value(s), classified use value and taxable value of your property. The TRIMs also reflect the proposed millage rates set by the various taxing authorities. The Property Appraiser's Office has no jurisdiction or control over taxes or millage rates established by the taxing authorities.

When you receive your TRIM notice, you should promptly examine it to verify that pertinent information (i.e. homestead exemption, agricultural classification and/or value) is correct. Property owners who have discrepancies in ANY of the information listed must appeal to the Property Appraiser's Office within 25 days of the TRIM mailing. The deadline appears on the TRIM form.

If you find information on your TRIM notice that you believe to be incorrect, please follow these steps: 

1. Gather all pertinent information.

If you filed for homestead or another exemption or agricultural classification and it does not appear on the TRIM, find your receipt. If you feel that the MARKET value listed on the TRIM exceeds the price for which you could sell your property, assemble sales information of comparable properties, detailed explanations of unusual/excessive repairs necessary or other conditions you deem as worthy of consideration. Sales information is available through the Property Appraiser's database, through realtors' offices and through private real estate appraisers among other sources.

2. Contact the Property Appraiser's Office.

Schedule an appointment to come in and talk to an appraiser. Bring all of the information you would like considered. This office is committed to fairly and equitably assessing all properties in St. Johns County. If a mistake has been made, we will correct it. If, however, after meeting with an appraiser and examining all the relevant data, you still feel that your market value is incorrect or you have an exemption or agricultural classification issue that cannot be resolved, you have the right to file a petition to be heard before the Property Value Adjustment Board.

3. File a Petition with the Property Value Adjustment Board (VAB).

You may pick up a petition (DR-486 form) in the Property Appraiser's Office during the appeal period or download one from the Florida Department of Revenue's website using the link below; OR you may file a petition online with the St. Johns County Clerk of Court's Office. Any questions regarding petition filing/online assistance MUST BE DIRECTED TO THE CLERK OF COURT’S OFFICE.  Please note that there are several different petitions. Which one you choose is based on your circumstances. Be sure you file the correct one. All petitions must be signed by the property owner(s) or his/her/their authorized representative and filed with the Minutes & Records Department of the Clerk of Court's Office (NOT the Property Appraiser's Office) by the petition-filing deadline.

Per F.S.194, during the hearing, both you and the Property Appraiser's staff will present relevant evidence to the VAB through a Special Magistrate. Special Magistrates are independent industry professionals employed by the Value Adjustment Board to hear the compelling evidence from both sides of an appeal and recommend decisions to the VAB.

Based on all evidence presented, the VAB will render a decision on the petition to grant or deny it. If your appeal is granted, no further action is required from you. If your petition is denied, you have the option of accepting the decision or filing a civil law suit in the Circuit Court under the provisions set forth in F.S.194.171. Deadlines for filing suit should be obtained from your attorney since the statutory deadlines may differ depending on appeal date.
